European Council agreement on a new climate and energy policy framework – Statement by Mr. Laurent Fabius (October 24, 2014)

The European Council has reached an agreement on a new climate and energy policy framework; I am delighted about this.

The agreement stipulates that the EU will reduce its greenhouse gas emissions by at least 40% by 2030. This goal reflects Europe’s ambitions within the framework of the international negotiations which should make it possible to reach an international agreement at the 2015 Paris Climate Conference.

The framework defined by the European Council responds to France’s desire for an ambitious policy to combat climate disruption. It is based on the principles of efficiency and European solidarity and will enable the EU to complete the energy transition needed to strengthen its energy independence and ensure a competitive supply of energy to industry and European households.

The European agreement on this new climate and energy framework is a major step toward an international agreement that will respond to the urgent need to combat climate disruption. It is a positive sign in the run-up to the 2015 Paris Climate Conference.


Saudi Arabia – Meeting between Mr. Laurent Fabius and Mr. Tawfiq Al-Rabiah, Saudi Minister of Trade and Industry (Paris, October 23, 2014)

Mr. Laurent Fabius, Minister of Foreign Affairs and International Development, met yesterday with Mr. Tawfiq Al-Rabiah, Saudi Minister of Trade and Industry, at the first meeting of the French-Saudi Joint Commission on Economic Cooperation.

This meeting provided an opportunity to reaffirm the closeness of our bilateral relations and the determination of both of our countries to further enhance our exchanges.


Weimar Triangle – Meeting between Mr. Laurent Fabius and his German and Polish counterparts (Paris, October 24, 2014)

Mr. Laurent Fabius, Minister of Foreign Affairs and International Development, will today receive, in the “Weimar Triangle” format, his German and Polish counterparts, Mr. Frank-Walter Steinmeier and Mr. Grzegorz Schetyna. This meeting follows on from those held in Berlin and Weimar on March 31 and April 1.

Discussions will focus on the situation in Ukraine and the European Neighborhood Policy with countries to the south and east. The ministers will review the coordination of efforts to combat the Ebola epidemic. They will also discuss the Common Security and Defense Policy in preparation for the European Council in June 2015.


Algeria - Monks of Tibhirine

The French judicial delegation’s visit to Algeria took place under satisfactory conditions. We would like to thank the authorities for the hospitality extended to the delegation and for the resources made available to it.

I am certain that our respective judicial authorities will together be able to maintain the conditions needed for fruitful cooperation.



United Nations – Election of Ms. Catherine Paulet to the Subcommittee on Prevention of Torture (Geneva, October 23, 2014)

France welcomes the election on October 23 in Geneva of Ms. Catherine Paulet to the UN Subcommittee on Prevention of Torture.

Ms. Paulet, a psychiatrist and Regional Director of the Public Hospitals of Marseille, has specialized expertise in the medical treatment of persons deprived of their liberty and mechanisms for the prevention of torture.

This UN forum plays a key role in preventing the use of torture and other cruel, inhuman or degrading treatment or punishment. It provides concrete assistance to states and notably carries out visits to places of deprivation of liberty.

The election of Ms. Paulet will help strengthen France’s presence in the multilateral forums on human rights and reflects the importance we attach to the fight against torture and respect for fundamental rights.
