The President and Chancellor Merkel spoke to Presidents Putin and Poroshenko in the so-called Normandy format this evening.
The four participants welcomed the conclusion of the negotiations on Russian gas supplies to Ukraine, conducted with the European Union’s mediation. The President and the German Chancellor signalled that the European Union will play its full role in association with its partners (the United States, the G7 members, the IMF) to facilitate the implementation of the agreement reached.
The President and Chancellor Merkel emphasized the importance of fully implementing the Minsk Protocol of 5 September 2014, with a view to a lasting political solution to the current crisis in eastern Ukraine.
They signalled that the polls planned in the territories controlled by the separatists have the character of local elections and must take place in accordance with the conclusions of the Minsk Protocol, with due regard for Ukraine’s territorial integrity.
They expressed the wish for national dialogue to be restarted between the Ukrainian authorities and the separatists.
They called for full observance of the ceasefire. To this end, they asked the Russian President to facilitate the discussions under way at the OSCE Permanent Council to allow the deployment of UAVs, especially French and German ones, in support of the OSCE monitoring mission and in the framework of its mandate.
They also emphasized to President Putin the need to ensure effective control of the border between Russia and Ukraine./.
