Before participating in the European Council of 18 December, which will address the situation in Ukraine, the French President and Chancellor Merkel spoke to Presidents Poroshenko and Putin this evening, in the so-called Normandy format.
They asked Presidents Poroshenko and Putin to give them a report on the discussions under way between Kiev and Moscow on the implementation of the Minsk Protocol of 5 September 2014.
They underlined the importance of forging ahead and wasting no more time, as the French President said to President Putin in Moscow on 6 December.
Discussions within the contact group must resume in Minsk as soon as possible and lead to concrete results on the following points, with a view to their swift implementation:
a real, lasting ceasefire;
exchanges of prisoners;
an improvement in the humanitarian situation in the territories under the separatists’ control. Convoys from Ukraine, Russia and the EU must all be deployed in accordance with Ukrainian law./.
