COP21: "All the conditions are in place for reaching an ambitious agreement."
Le Bourget - December 11, 2015
Well, COP21 is drawing to a close, as it is tomorrow that we must take our decisions.
All day long I have been receiving different groups, consulting with them and listening to them, as the choice we made from the beginning – and I think it is one that everyone has appreciated – was to listen, to be impartial, and to promote compromises.
That will enable us to make the final adjustments this evening and, at 9 o’clock tomorrow morning, to present the final text of the negotiations, as it is important to know how to wrap up a negotiation.
All the conditions are in place for reaching an ambitious, universal agreement. It is likely, as observers acknowledge, that the conditions have never been so favorable. Preparations for this COP were meticulous, everyone made a contribution, and I really want to thank the 196 parties who attended, the 150 heads of state and government who came to provide political leadership, and everything that happened over the past 10 days or so.
We will never again achieve the kind of momentum we saw in Paris, but now the responsibility is in the hands of the ministers who, tomorrow, will have to make their choice. I will present them with the most ambitious, most balanced text possible.
Obviously, nobody will get 100 percent of what they want. When you have 196 parties working on such a complex topic, if everyone demands 100 percent, everyone will end up with zero percent, so there must be a willingness to compromise. What I hope is that everyone remembers the message of the first day, when 150 heads of state and government came from all around the world to say, “The world needs a success.” Now it is up to the ministers and the negotiators to make that success possible.
What I will present is the agreement to achieve that success, and I hope that all parties will be committed to shouldering their responsibilities and seize this opportunity, as the agreement will be positive for every single country and will give the whole world a chance. For the ultimate goal of this agreement is quite simply to allow humankind to live decently. Thank you.
