Mr. Laurent Fabius’s participation in the EU Foreign Affairs Council meeting (Brussels, December 16, 2013)

Mr. Laurent Fabius, Minister of Foreign Affairs, will participate in the EU Foreign Affairs Council meeting on December 16 in Brussels. This meeting will provide an opportunity to address the following issues:

- The Central African Republic: The situation in the CAR will be raised on our initiative and an update will be provided on the action of the member states to support MISCA [AFISM-CAR] and strengthen our humanitarian assistance for the populations;

- The Eastern Partnership – Ms. Ashton will present the results of her visit to Kiev this week;

- Iran: The High Representative will report on the results of the negotiations in Geneva;

- Syria: The ministers will provide an update on preparations for the Geneva II conference, the destruction of chemical weapons and our humanitarian assistance for the populations;

- Lebanon: The member states will reaffirm their solidarity and their attachment to the country’s stability;

- Middle East peace process: An update will be provided on the status of the negotiations between the parties.

The ministers will also meet with Mr. Sergey Lavrov, Russian Minister of Foreign Affairs, to discuss the main international issues and relations between the EU and Russia, on the eve of the EU-Russia summit scheduled to take place on January 27 and 28.

An EU-Morocco Association Council meeting will also take place on the sidelines of this session.

 

Honduras – Presidential elections

France congratulates Mr. Juan Orlando Hernandez on his election as president of the Republic of Honduras, which was confirmed on Wednesday by the Supreme Electoral Tribunal.

It also welcomes the strong voter turnout among the Honduran people in the general elections on November 24, which were supported by an observation mission deployed on the ground by the EU.

 

DRC – End of the armed activities of the M23 (Nairobi – December 12, 2013)

France welcomes the signing on December 12 in Nairobi of the documents that will put an end to the armed activities of the M23 rebel movement and exclude any possibility of impunity for the perpetrators of serious crimes.

France calls on the other armed groups still operating in the eastern part of the Democratic Republic of Congo to lay down their arms. In accordance with the mandate set out in UNSCR 2098, MONUSCO has the legitimacy and capabilities to support the operations of the Congolese armed forces aimed at neutralizing these groups, including the Democratic Forces for the Liberation of Rwanda.

We commend the role played by the Southern African Development Community and the International Conference on the Great Lakes Region, under Ugandan presidency, in the decisions taken yesterday in Nairobi. France reaffirms its attachment to the Addis Ababa framework agreement, which should allow the states of the Great Lakes region to establish lasting peace in the region.
