Afghanistan – Presidential elections – Statement by Mr. Laurent Fabius, Minister of Foreign Affairs and International Development

On April 5, the Afghan people voted both in the first round of the presidential elections and in the provincial elections.

Despite the attempts at intimidation and acts of violence on occasion, a large number of voters went to the polls. France commends the courage and determination of the Afghan people who, in this way, signaled their determination to take control of their future and to see their country make progress on the path toward democracy and peace.

France pays tribute to the outstanding work of the Afghan security forces who oversaw the security of the ballot. It also commends the work of all those who enabled the elections to take place. At this key time for the future of the country, any disputes must be resolved within the framework of the institutions responsible for the electoral process.

Rwanda – Commemoration of the 20th anniversary of the genocide (April 7, 2014)

The Ambassador of France to Rwanda, who was due to represent our country at the commemoration services to mark the 20th anniversary of the Rwandan genocide in Kigali, was informed yesterday evening of the Rwandan authorities’ decision not to allow him to attend the ceremonies. We regret this decision.

Our embassies will however participate today in the various commemoration services being organized around the world to honor the memory of the victims of the genocide.

Q - The Ambassador of France to Rwanda has been banned from attending the ceremonies to commemorate the genocide. What’s your response?

Please refer to the statement that I’ve just made.

Costa Rica – Election of Mr. Luis Guillermo Solís as president (April 6, 2014)

France congratulates Mr. Luis Guillermo Solís on winning the presidential elections. We wish him every success in fulfilling the high levels of responsibility now incumbent upon him.

Consistent with its long-standing friendship, France is keen to strengthen its bilateral relations with Costa Rica in all areas, notably la Francophonie, environmental protection and the fight against climate change, in the run-up to the 2015 Paris Climate conference.

Cuba

Q - With respect to Mr. Laurent Fabius’s visit to Cuba on April 12, the first in 30 years:

1. In your view, what is the significance of this visit?
2. In what areas can collaboration between France and Cuba be expanded?
3. What is the agenda for Mr. Fabius’s visit to Cuba?

Mr. Laurent Fabius’s visit to Cuba on April 12 will be the first visit by a French minister of foreign affairs to this country in more than 30 years.

Latin America is one of the priorities of our foreign policy. France intends to strengthen its ties with all countries in this region, in all their diversity.

In this context, it would like to establish a constructive relationship with Cuba in all areas. With respect to political relations, the minister of foreign affairs and international development will discuss with his counterpart, Mr. Bruno Rodríguez Parrilla, key international issues, global challenges and prospects for bilateral cooperation. The visit will also provide an opportunity to promote the partnerships between businesses in both of our countries and to support French companies that would like to develop projects in Cuba or establish themselves there. Mr. Laurent Fabius will therefore open a branch of the UBIFRANCE agency in Cuba.
