Libya – Mr. Harlem Desir’s participation in the “5+5 Dialogue” Conference (Madrid, September 16, 2014)

Mr. Harlem Desir, Minister of State for European Affairs, will travel to Madrid tomorrow to participate in the conference on stability and development in Libya and North Africa.

This conference will bring together the “5+5 Dialogue” countries as well as representatives of other Mediterranean countries (Cyprus and Greece) and neighbors of Libya (Egypt, Niger, Sudan and Chad). Mr. Bernadino León, Special Representative of the UN Secretary-General for Libya, is also expected to attend. The EU, the Arab League and the Union for the Mediterranean will also be represented.

This meeting is aimed at supporting the Libyan authorities and the UN mediation efforts, while the political, security and humanitarian situation is continuing to deteriorate.


Fight against the Ebola epidemic – Ms. Annick Girardin’s participation in a high-level meeting on the European response (Brussels, September 15, 2014)

Ms. Annick Girardin, Minister of State for Development and Francophony, yesterday participated, alongside Ms. Marisol Touraine, in a high-level meeting in Brussels aimed at strengthening European coordination efforts to combat the Ebola epidemic.

This meeting was held at France’s request.

Ms. Annick Girardin informed our partners of the situation in Guinea, which she visited on Saturday, and stressed the need for a stronger and more determined European response. The member states and the Commission agreed on the need to scale up their assistance in order to respond to this global crisis.


Afghanistan – Attack in Kabul (September 16, 2014)

France condemns the attack perpetrated this morning in Kabul against NATO forces which killed three International Security Assistance Force soldiers.

We express our condolences to the victims’ families and assure the injured of our solidarity.

France stands alongside the Afghan authorities and people in the fight against terrorism.


United Nations – Africa – Appointment of Mr. Ibn Chambas as UN Special Representative for West Africa and Head of the United Nations Office for West Africa (September 12, 2014)


France welcomes the appointment of Mr. Ibn Chambas as UN Secretary-General’s Special Representative for West Africa and offers him its full support.

We pay tribute to the action of his predecessor, Mr. Said Djinnit.

It will be up to Mr. Ibn Chambas, who is responsible for conflict prevention and peacebuilding, to mobilize the UN system in West Africa and to work in close coordination with the regional and international actors.


Mali – Death of a Chadian soldier from MINUSMA (September 14, 2014)

France condemns the attack that killed a Chadian soldier from MINUSMA and injured four others on September 14.

We extend our condolences to the victim’s family as well as to the Chadian authorities.

France pays tribute to MINUSMA’s commitment and reaffirms its support for the UN. France, alongside the Malian authorities and its African partners, is mobilized to help stabilize Mali and combat terrorism.


Meeting between Mr. Laurent Fabius, and Mr. Ma Kai, Chinese Vice Premier (Paris, September 16, 2014)

Mr. Laurent Fabius, Minister of Foreign Affairs and International Development, will today receive Mr. Ma Kai, Chinese Vice Premier, who is conducting a visit to France on the occasion of the second session of the high-level economic and financial dialogue between our two countries.

This meeting will provide an opportunity to review the main economic issues at stake in French-Chinese relations: facilitation of cross investment, industrial projects, notably in the nuclear and aerospace fields, cooperation in areas that generate growth and employment (sustainable urban development, health, agri-food and financial services).

This meeting will also provide an opportunity to discuss the internationalization of the Chinese currency, global economic and financial governance, multilateral trade negotiations, as well as climate issues in the run-up to the 2015 Paris Climate Conference.


Central African Republic – Transfer of authority from MISCA to MINUSCA (September 15, 2014)

France welcomes the transfer of authority in the Central African Republic from the African Union force (MISCA) to the UN peacekeeping operation, MINUSCA. This took place on September 15 in accordance with the timetable set out in UNSCR 2149.

We pay tribute to the remarkable work accomplished by the African soldiers with the support of the French operation, Sangaris, and the European operation, EUFOR RCA. This joint commitment made it possible to prevent the Central African Republic from descending into chaos.
France reaffirms its support for the UN’s action in the Central African Republic and stresses the need for the transitional authorities to complete, with MINUSCA’s support, the transition process.
