Ukraine – Laurent Fabius’s participation in a ministerial meeting in the Normandy format (Berlin - November 6, 2015)

On November 6, Laurent Fabius will take part in a meeting on Ukraine together with his counterparts in the Normandy format (France, Germany, Russia, Ukraine).

A month after the summit of heads of state and government on October 2 in Paris, this meeting is aimed at taking stock of recent progress on the ground, and lending support to the political process under way.

The ceasefire in effect since September 1 and the withdrawal of light weapons, about to come to an end, have improved the situation on the ground. Discussions are continuing within the framework of the four working groups established to consolidate the security situation, improve living conditions for the civilian populations and implement a political process aimed at resolving the crisis, in accordance with the measures adopted in Minsk on February 12, 2015.



Asia-Europe Meeting (ASEM) – Harlem Désir’s participation in the 12th ministerial meeting (Luxembourg - November 5, 2015)

Harlem Désir, Minister of State for European Affairs, will today participate in the ASEM Foreign Ministers' Meeting in Luxembourg.

Launched in Bangkok in 1996 following an initiative by France and Singapore, this forum helps strengthen the political partnership between our continents.

With a few weeks left until the Paris Climate Conference, this meeting will notably be devoted to the fight against climate disruption and the challenges related to cooperation between Europe and Asia.

The next ASEM Summit of Heads of State and Government will take place in Mongolia from July 15 to 16, 2016.



UNESCO – Annick Girardin’s participation in the 38th session of the UNESCO General Conference (Paris - November 5, 2015)

Annick Girardin, Minister of State for Development and Francophonie, will deliver a speech on behalf of France this afternoon at the 38th session of the UNESCO General Conference.

On this occasion, she will underscore France’s attachment to UNESCO, which is celebrating its 70th anniversary and whose message of progress based on education, science and culture is more necessary than ever.

She will also reiterate that this year we are celebrating the 10th anniversary of the Convention on the Protection and Promotion of the Diversity of Cultural Expressions, to which France is committed.



Cuba – Visit by Matthias Fekl (Havana - November 6 to 7, 2015)

Matthias Fekl, Minister of State for Foreign Trade, the Promotion of Tourism and French Nationals Abroad, will visit Cuba from November 6 to 7, 2015, to attend the Havana International Fair. Six months after President Hollande’s official visit to Cuba, this visit will help support the development of our bilateral relations.

Matthias Fekl, who will be accompanied by a delegation of companies, will meet with the minister of foreign trade, the vice president of the Council of Ministers, and the deputy minister of tourism. He will work on developing our economic cooperation and will take stock of action by the French Development Agency in the country.

Matthias Fekl will inaugurate - together with his counterpart - the French pavilion at the fair and will visit the Center for Genetic Engineering and Biotechnology in Havana. He will meet with the French community, its elected representatives and consular advisers and will visit the Alejo Carpentier French School.



Libya / United Nations – Appointment of the new special representative of the UN secretary-general for Libya (November 4, 2015)

France welcomes the appointment of Martin Kobler as Special Representative of the UN Secretary-General for Libya.

We reaffirm our support for the UN’s mediation efforts in Libya and support Martin Kobler’s action. We pay tribute to his predecessor Bernardino Leon, who spared no effort to promote inter-Libyan dialogue. He helped to establish the elements of an agreement and a national unity government.

France calls on the Libyan parties to sign the agreement and to form a national unity government as swiftly as possible.



Human Rights – 65th anniversary of the European Convention on Human Rights (November 4, 2015)

On November 4, 1950, France - alongside 11 other European states - signed the Convention for the Protection of Human Rights and Fundamental Freedoms.

This convention established the European Court of Human Rights, the first binding European mechanism for the international protection of human rights, which now guarantees respect for the fundamental rights and freedoms of more than 800 million citizens from the 47 member states of the Council of Europe.

As we celebrate its 65th anniversary, France reaffirms its attachment to this founding text on the protection of fundamental rights.



Syria / Human rights – Publication of Amnesty International report on forced disappearances (November 5, 2015)

The latest Amnesty International report on forced disappearances in Syria confirms yet again the Syrian regime’s contempt for justice and human rights.

Tens of thousands of people have disappeared since the beginning of the conflict. Several thousand are being arbitrarily detained in the regime’s prisons and are suffering horrific violence, as proven by the Caesar files.

France calls for the immediate release all those who have been forcibly disappeared or abducted. It will continue to work actively to oppose impunity for the crimes committed in Syria, as it did in the Caesar case.



South Sudan – Signing of an agreement on security arrangements (Addis Ababa - November 3, 2015)

France welcomes the signing, by the South Sudanese parties in Addis Ababa on November 3, of an agreement on the implementation of security arrangements.

This agreement is a positive step toward the implementation of the peace agreement signed in August 2015.
