Qatar / Total's stake in the Al Shaheen oil field concession – Statement by Jean-Marc Ayrault, Minister of Foreign Affairs and International Development (June 27, 2016)

I commend the success of Total, which signed an agreement with Qatar Petroleum on June 27 granting it a 30% stake in the Al Shaheen oil field concession for a period of 25 years from July 14, 2017.

This oil field, located 80 km off the coast, produces 300,000 barrels of oil per day and accounts for more than 40% of local oil production.

Total has been operating in Qatar for 80 years and is involved in the exploration and production, liquefied natural gas, petrochemical and refining sectors. This contract confirms the exceptional quality of the relationship between France and Qatar and reflects France's outstanding expertise in the field of hydrocarbon exploration and production.



Mali / United Nations – Renewal of MINUSMA's mandate – Statement by Jean-Marc Ayrault, Minister of Foreign Affairs and International Development (New York - June 29, 2016)

I welcome the unanimous adoption of UNSCR 2295 which renews the mandate of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) for one year.

In this resolution, which was put forward by France, the Security Council underscores the progress in implementing the inter-Malian peace agreement, while calling on the parties to increase their efforts in this direction, on the political, security and development fronts.

In order to support this positive momentum, the Security Council agreed to strengthen MINUSMA, as we had requested, together with the Malian authorities and our African partners: its role in supporting the peace process has been strengthened, some 2,500 troops will be added to its force levels, increasing the number of soldiers and police personnel deployed to 15,200, and its rules of engagement have been strengthened. It will therefore have increased capacity to fully implement its mandate.

France will continue to support Mali, the UN and the African countries, notably through Operation Barkhane and the EU's commitment to ensuring Mali's lasting stabilization.



Tourism – Jean-Marc Ayrault announces emergency economic committee on tourism (June 29, 2016)

In his speech to the general assembly of Atout France on June 29, Jean-Marc Ayrault, Minister of Foreign Affairs and International Development, announced:

  • the establishment of an emergency economic committee on tourism. This committee, which will be specifically devoted to tourism, will bring together government departments, representatives of local authorities and tourism professionals. In a difficult context in which the number of visitors fell during the first half of the year, its goal will be to look at the figures and assess the impact of the stimulus measures already introduced, such as the campaign to promote Paris as a tourist destination launched on May 30 together with the City of Paris and the Ile-de-France region.
  • The minister will chair the committee's first meeting in July.

  • the holding of the second National Tourism Conference in the fall. In an increasingly competitive environment, this will provide an opportunity to take stock of the implementation of the measures launched last year. The aim of these measures is to strengthen France's tourism sector as well as put together a new road map, notably by focusing on investment, security and the development of synergy between all tourism stakeholders in the regions.

Tourism is one of France's key assets and accounts for 7% of its GDP and provides 2 million direct and indirect jobs.



Germany – Meeting between Harlem Désir and Stephan Toscani, Minister of Finance and European Affairs of the State of Saarland (Paris - June 30, 2016)

Harlem Désir, Minister of State for European Affairs, will meet today with Stephan Toscani, Minister of Finance and European Affairs of the State of Saarland.

They will discuss the consequences of the British referendum and the initiatives taken, notably by France and Germany, to give renewed impetus to the EU.

The discussions will also focus on the follow-up to the road map announced in the statement made in Metz on July 7, 2015, on French-German cross-border cooperation, the strengthening of cooperation between France and Saarland and the implementation of Saarland's "France Strategy."



Economic diplomacy – Matthias Fekl to attend meeting of post-Brexit "economic continuity unit" (June 30, 2016)

Minister of State for Foreign Trade, the Promotion of Tourism and French Nationals Abroad Matthias Fekl will co-chair a meeting at Bercy with Mr. Sapin and Mr. Macron on the consequences of Brexit on the French economy. This meeting is under the auspices of the "economic continuity unit."

The aim of the meeting, which will be attended by representatives of major French economic sectors, is to provide information to the participants and discuss the impact of the British referendum.



Tourism – Matthias Fekl launches the Instagram exhibit "Paris est une fête" (June 30, 2016)

Minister of State for Foreign Trade, the Promotion of Tourism and French Nationals Abroad Matthias Fekl is launching the Instagram exhibit "Paris est une fête" today.

Sponsored by Mr. Fekl, this initiative highlights the French capital's richness, diversity, and appeal through photos taken by Parisian Instagram users. That social network has 500 million users.

Sharing content on social networks has become an important tool for promoting tourist destinations, particularly in the French capital.



Disarmament / Destruction of French cluster munition stockpiles complete – Joint statement by the Ministry of Foreign Affairs and International Development and the Ministry of Defense

At the meeting of the National Commission for the Elimination of Anti-Personnel Mines (CNEMA) on June 30, the Defense Ministry confirmed that operations to destroy all of France's cluster munition stockpiles were complete, in accordance with the 2008 Oslo Convention prohibiting the use, production, stockpile and transfer of cluster bombs.

The destruction of this stockpile, consisting of multiple launch rocket systems (MLRS) and Ogre shells was completed two years ahead of the deadline provided by the Oslo Convention.

France ratified the convention in 2009, contributing to its entry in force in 2010. It has not used cluster munitions since 1991, and stopped manufacturing them in 2002.

France strongly condemns the use of cluster munitions, which can have particularly grave consequences for civilian populations both during and after conflicts.

It calls on all nations that have not yet ratified the Oslo Convention to join it in fully implementing its various provisions.



Cameroon – Attack (June 30, 2016)

France condemns last night's attack by the terrorist group Boko Haram in Cameroon, which left several dead and many injured.

We offer our condolences to the families of the victims.

France reaffirms its solidarity and support for the Cameroonian authorities who are working alongside several nations of the region to combat terrorism in the Lake Chad basin.
