Ukraine / Framework agreement on the disengagement of forces (September 21, 2016) – Statement by Jean-Marc Ayrault, Minister of Foreign Affairs and International Development

I welcome the signature of the framework agreement on the disengagement of forces, which was reached in Minsk today in the OSCE Trilateral Contact Group format.

This agreement, which must now be implemented, concerns three pilot areas: Stanitsa Luganskaya and Zolote, in the Luhansk region, and Petrivske, in the Donetsk region. This measure, which takes immediate effect, will remove heavy weapons from the combatants. It is therefore not a final outcome but the beginning of a process aimed at consolidating the fragile ceasefire which came into force on September 1, 2016. As such, the agreement must be fully carried out by its signatories and subsequently extended to include other points on the contact line.

Over the past few months, and particularly during the joint visit I paid to Ukraine last week with the German Foreign Minister, Iíve pressed for this agreement to be signed and, more broadly, for an improvement in the security situation on the ground.

France, together with Germany, will continue its efforts to get the Minsk Package of Measures completely implemented.



United Nations / 71st session of the General Assembly / Ministerial week – Jean-Marc Ayrault's schedule (September 22, 2016)

Jean-Marc Ayrault will take part in a meeting of the International Syria Support Group in New York today.

The minister of foreign affairs and international development will co-chair, together with his Tunisian and Qatari counterparts, a meeting on reforms and investment opportunities in Tunisia. He will take part in a ministerial meeting on Libya organized by the United States and Italy, which will be attended by Prime Minister Fayez Serraj. He will also hold a meeting with his counterparts from the French-speaking countries in the presence of Ban Ki-moon.

The minister of foreign affairs and international development will also have several bilateral meetings and will deliver a speech to the students of Columbia University.

Norway – Meeting between Harlem Désir and Elisabeth Aspaker, Minister for the European Economic Area and European Affairs (Paris - September 22, 2016)

Harlem Désir, Minister of State for European Affairs, will today receive Elisabeth Aspaker, Norwegian Minister for the European Economic Area and European Affairs.

Their discussions will focus on the European Economic Area and our main bilateral relations projects.



Economic diplomacy – Matthias Fekl opens Rencontres Africa 2016 (Paris - September 22, 2016)

Jean-Marc Ayrault will take part in a meeting of the International Syria Support Group in New York today.

Minister of State for Foreign Trade, the Promotion of Tourism, and French Nationals Abroad is opening Rencontres Africa 2016 today in Paris at the Economic, Social and Environmental Council.

This event brings together more than 2,000 entrepreneurs from France and more than 30 African countries. It is the largest economic event France has ever hosted on Africa.

Rencontres Africa 2016 illustrates our intention to further step up our exchanges with Africa, as the recovery begun in 2012 continues. Mr. Fekl will stress the tools the government has put in place since 2012, including the establishment of Business France, which now has eight chapters on the African continent.

Jean-Marc Ayrault, who is currently in New York, will address the meeting's attendees via video.
