Security of diplomatic missions

Following the assassination of the Russian ambassador to Turkey and the shots fired at the United States Embassy in Ankara, is France considering adopting new measures to ensure the protection of foreign diplomats?

In accordance with the Vienna Convention on Diplomatic Relations of April 18, 1961, France is taking all appropriate measures to ensure the security of all diplomatic missions on French territory and their personnel.

The intensity of these measures depends on the assessment of the threat facing these missions.



Democratic Republic of Congo – Situation (December 20, 2016)

While the constitutional term of office of the president of the Democratic Republic of Congo has ended, France is concerned by reports of arrests, as well as violence, in Kinshasa and Lubumbashi.

France calls on the Congolese authorities and security forces to act with due respect for human rights. The perpetrators bear individual responsibility for the crimes and other human rights violations they have committed.

The seriousness of the situation justifies the re-examination by the EU of its relations with the Democratic Republic of Congo.

France reaffirms its support for the efforts of the National Episcopal Conference of Congo (CENCO) to find a solution to this crisis.



Democratic Republic of Congo – Attack against peacekeepers (December 19, 2016)

France condemns the attack that resulted in the death of a South African peacekeeper serving with MONUSCO and a Congolese police officer on December 19 in Butembo in the Democratic Republic of Congo.

We extend our condolences to their families.

France reaffirms its support for MONUSCO's stabilizing activities and for the UN secretary-general's special representative in the Democratic Republic of Congo.



European Union - League of Arab States – Harlem Désir's participation in the ministerial meeting (Cairo - December 20, 2016)

Harlem Désir, Minister of State for European Affairs, is taking part today in the 4th ministerial meeting between the EU and the League of Arab States, under the co-chairmanship of the high representative for foreign affairs and security policy and the Tunisian minister of foreign affairs.

The ministers will take stock of the strategic dialogue between the EU and the Arab League, notably with respect to the fight against terrorism and migration.

They will discuss the main regional crises, starting with Syria.



UN / Human Rights – Conference of States Parties to the Convention on the Protection of All Persons from Enforced Disappearance (Geneva - December 19, 2016)

The Conference of States Parties to the Convention on the Protection of All Persons from Enforced Disappearance met on December 19 in Geneva, under the joint presidency of France and Argentina.

France welcomes the decision to make the Committee on Enforced Disappearance a permanent body responsible for overseeing the Convention's implementation. This committee helps ensure that the families of those who have disappeared obtain reparations.

Initiated by France and Argentina, this convention enshrines a principle that is key to any reconciliation process: the right to know the truth about those who disappeared through a State's action, complicity or failure to act.

Ten years after its adoption by the UN General Assembly, this convention has been ratified by 53 nations and signed by 96. France calls on all nations that have not yet done so to sign on to it, in order to make it universal.
