Czech Republic - Slovak Republic – Meetings between Nathalie Loiseau and her Czech and Slovak counterparts (Paris - January 30, 2018)

Nathalie Loiseau, Minister for European Affairs, will meet with Ales Chmelar, State Secretary for European Affairs of the Czech Republic, and Ivan Korcok, State Secretary for European Affairs of the Slovak Republic, on January 30.

She will discuss current European issues and the French proposals for the refounding of a sovereign, united and democratic Europe, based on a protection and convergence agenda. The work will also focus on prospects for renewing the action plans of the French-Czech and French-Slovak strategic partnerships.

Nathalie Loiseau will then take part in the launch of the celebrations to mark the 100th anniversary of the founding of Czechoslovakia at the Czech Center in Paris. It is in this place of remembrance, a symbol of the historic ties between our countries, that the Czechoslovak National Council was created on May 14, 1916, heralding the creation of Czechoslovakia on October 28, 1918.



Health / Global Fund to Fight AIDS, Tuberculosis and Malaria – Assessment of the "5% Initiative" for the period 2011-2016 (Paris - January 30, 2018)

Jean-Baptiste Lemoyne, Minister of State attached to the Minister for Europe and Foreign Affairs, this morning opened the public feedback meeting on the strategic assessment of the "5% Initiative" for the period 2011-2016.

France is the second largest contributor to the Global Fund to Fight AIDS, Tuberculosis and Malaria and made a commitment in 2011 to respond to requests for technical expertise from French-speaking countries that are recipients of Global Fund grants and reported recurring difficulties in gaining access to the resources of the Global Fund or in ensuring the implementation of the funding received. We therefore decided to reserve 5% of our contribution for support for the design and implementation of projects and for the assessment of the grants allocated in order to enhance their effectiveness and their impact on health.

After seven years of implementation, the Ministry for Europe and Foreign Affairs wanted to assess this mechanism by bringing together its agency, Expertise France, the Global Fund to Fight AIDS, Tuberculosis and Malaria, the ministries responsible for health and research, parliamentarians and the partners engaged in the fight against pandemics, including civil society.

The assessment underscores the coherence of this initiative and its effectiveness in terms of strengthening the health systems of recipient countries. Based on the identification of the mechanism's limits, it will make several recommendations for sustaining the fund over the coming years.

The Ministry for Europe and Foreign Affairs, in collaboration with all its partners, will use these recommendations to improve the performance of this original system of international cooperation.

African Union Summit – (Addis Ababa - January 22-29, 2018)

France welcomes several key outcomes of the 30th African Union Summit which took place in Addis Ababa from January 22 to 29: progress on the institutional reform of the African Union, launch of the Single African Air Transport Market, adoption of a protocol on the free movement of persons and meeting of the Africa Renewable Energy Initiative Board of Directors.

France also congratulates President of the Republic of Rwanda Paul Kagamé on his election as Chairperson of the African Union.

France is attached to continuing and strengthening its cooperation with the African Union in order to promote peace, stability, integration and sustainable development on the African continent. It notably welcomes the projects launched in several areas: predictable funding for peacekeeping operations; the implementation of partnerships between the UN and the AU, as well as between the EU and the AU; the establishment of a Continental Free Trade Area; the accelerated harnessing of Africa's renewable energy potential.



United States - Russia

The United States Department of the Treasury published the "Kremlin Report," a list of 114 Russian politicians and 96 Russian businessmen who could be subject to sanctions. Foreign Minister Sergey Lavrov and Prime Minister Dmitri Medvedev are on the list. How could this decision by the United States affect relations between France and Russia? Could this impact invitations sent to members of this list to attend events in France?

We understand that this is a list of names published by the U.S. authorities and not at this stage a decision to impose new sanctions.



Iran

Yesterday marked the 1,000th day in detention in Iran of journalist and human rights activist Narges Mohammadi, a recipient of the Medal of the City of Paris. She was arrested on May 5, 2015, and was sentenced to 10 years in prison without parole. Without access to the medical care she needs, her health is in danger. What is your response?

We have informed the Iranian authorities of our concern and our desire for a swift solution to the situation of Narges Mohammadi, a journalist and Vice-President of the Defenders of Human Rights Center in Iran. In September 2016, France publicly deplored the prison sentence handed down to her.

We notably call on the Iranian authorities to do everything possible to allow her to receive appropriate medical care.

France reaffirms its attachment to the freedom of the press and the freedom of opinion and expression in Iran, as elsewhere in the world.
