Visit by Jean-Baptiste Lemoyne to Senegal and Cape Verde (October 6-8, 2019)

Jean-Baptiste Lemoyne, Minister of State attached to the Minister for Europe and Foreign Affairs, will visit Senegal and Cape Verde from October 6 to 8.

In Senegal, Jean-Baptiste Lemoyne will meet with President Macky Sall and Amadou Ba, Minister of Foreign Affairs and Senegalese Abroad. He will discuss our very close cooperation with Senegal, notably in the areas of regional security, economic development (French support for the regional express train) and higher education (launch of the Campus Franco-Sénégalais).

On October 7, the minister of state will open, alongside Amadou Ba, Minister of Foreign Affairs and Senegalese Abroad, the 20th edition of the International Forum on the African Continent, taking place for the first time in Africa. This forum, organized by the Security and Defense Cooperation Department of the Ministry for Europe and Foreign Affairs and the Institut des Hautes Etudes de Défense Nationale (Institute for Higher National Defense Studies - IHEDN), reflects the strong ties and diverse interactions between African countries and France in the areas of security and development. This edition, which will bring together military and civilian participants from 39 African countries (senior officials, high-ranking officers, lawyers and academics), will have as its theme: "L'Afrique en 3D : défense, diplomatie et développement" ("3D strategy in Africa: defense, diplomacy and development").

In Cape Verde, the minister of state will meet with President Jorge Carlos Fonseca and will sign a letter of intent with him in the area of maritime security. He will also meet with Luìs Filipe Tavares, Minister of Foreign Affairs and Defense, in order to discuss our cooperation priorities: promotion of French language and culture and support for expanding access to electricity, especially on the island of Sal. He will visit the French international school, Les Alizés, and will launch, in the presence of the French community, the France Alumni du Cap Vert network.


Do recent decisions in the negotiations on the conflict on eastern Ukraine reflect a new approach to negotiations by the parties? Is Ukraine's capitulation certain, as some are saying in Kiev?

I have already had the opportunity to talk about recent progress in these talks, particularly during the first meeting of the contact group on October 1. France welcomes these advances, the most significant in three years, which owe a great deal to the determination of the new president, Volodymyr Zelenskiy, to find a lasting solution to the conflict. They were made possible by the intense negotiations conducted in the so-called Normandy Format, in which France and Germany took part. Decisions relate to disengagement and the conditions for the adoption of the future status of certain parts of the Donetsk and Luhansk regions, one of many points to be resolved in the settlement in the conflict. With respect to the latter, they simply take up the terms of the "Steinmeier Formula" that had already been agreed to by the heads of state and government of Ukraine, Russia, France and Germany at their Berlin summit on October 19, 2016.
