UNSCR 1973, adopted by the Security Council, imposes very clear obligations that must be respected.

France, the United States, the United Kingdom and Arab countries believe that an immediate cease-fire must be implemented – that is, that all attacks on civilians must cease.

Gaddafi must halt his troops’ advance on Benghazi and withdraw them from Ajdabiya, Misurata and Zawiya. Water, electricity and gas supplies must be restored in all areas. The Libyan population must be able to receive humanitarian aid.

This is non-negotiable.

Unless Gaddafi complies with UNSCR 1973, the international community will make him undergo the consequences and the resolution will be implemented by military means./.
