Communiqué issued by the Presidency of the Republic

Paris, July 9 , 2011

President Sarkozy pays tribute to South Sudan gaining independence. This is the culmination of an exceptional process, initiated by the 2005 global peace agreement, which the whole international community supported and which the North and South courageously carried through to completion.

The Head of State congratulates the authorities of the North and South, and the people of both countries, on peacefully reaching this historic milestone.

France recognizes South Sudan and welcomes her into the community of states. President Sarkozy has proposed to President Salva Kiir that our two countries establish diplomatic relations and exchange ambassadors.

France assures the government and people of South Sudan of her support with a view to the building of a democratic state and ensuring peace, security and development throughout the country.

President Sarkozy calls upon the Sudanese parties to embark on this new stage of their relationship in the spirit of dialogue and cooperation which allowed the January 2011 referendum on self-determination to proceed smoothly. He particularly encourages them to agree swiftly on all the terms of their new relationship.

France will remain at the side of all Sudanese people, in the North and South, to help them build together a future of peace and prosperity./.
