Paris, December 8, 2011

France condemns the approval given by Jerusalem’s municipal authorities to the construction of 14 units in a settlement in the heart of the Palestinian neighbourhood of Ras al-Amud in East Jerusalem.

The building of a settlement in this neighbourhood constitutes a direct obstacle to the two-state solution that Israel claims to support. This solution requires an agreement establishing Jerusalem as the capital of the two states, Israel and the future Palestinian state.

The Israeli government, which has the responsibility to do so, must prevent the actual implementation of this project.

France recalls that this project is illegal, like all settlement activity in the West Bank and East Jerusalem, and is another provocation which jeopardizes the efforts to relaunch direct negotiations, the only way to achieve a fair and lasting peace in the Middle East.

Once again, we urge the parties to take all necessary action to encourage the resumption of dialogue and to present to the Quartet, within the stipulated timeframe, serious and detailed proposals on the borders and security./.
