I learnt yesterday that you have had to suspend your campaign one week before the 1 April by-elections, for health reasons. At this difficult time, I wanted to offer you my full support and wish you a speedy recovery. I am convinced the moral strength you have always shown will help you in this and I hope that you can soon fully resume your work to promote democracy and to serve your country.
In France, we are closely following the electoral process in which you have chosen to participate. We believe that it is vital for the future of the transition under way in Burma that the campaign which is drawing to a close and the vote take place in a democratic and transparent fashion. We are all aware that although these are only by-elections, they are of particular political significance. They will be the first elections since 1990 in which all opposition parties have been able to participate. The manner in which they take place will be a measure of the authorities’ determination to continue the opening-up process which has been under way for a few months.
