We are all in favour of regulations to end the law of the jungle. This was, at the time, the effect of the [Posting of Workers] Directive, which brought about an improvement. We should note that the situation has changed since 1996: Europe has grown bigger, the number of posted workers has increased and, with them, abuses. The text has thus become the basis for veritable widespread fraud and a vast system of blatant social dumping.
The majority of Europe reacted on Monday against the positions adopted by Britain and Hungary, who vigorously oppose any extra regulation. The regulation is essential to combat the stream of subcontractors and beef up controls.
We will be transposing the rules into French law even before the directive is finalized. Parliamentary initiatives are being taken in this respect. I was recently on building sites. We shall do our utmost to put an end to the abuses./.
