The French President, President Putin and Chancellor Merkel had a conversation today.

They worked together to create the conditions for a Normandy-format summit that could be organized very soon in Berlin. They agreed on the need for such a meeting to be constructive and useful with a view to resolving the crisis in eastern Ukraine.

The main parameters are known. On the ground, they involve a lasting ceasefire, the speeding-up of disengagement operations and unhindered access for the OSCE monitoring mission as far as the border. At political level, they require local elections to be held in the framework of and in compliance with Ukrainian law and the OSCE’s standards.

The [French] President and the Chancellor will also speak to President Poroshenko tomorrow.
